AMD Ryzen 9 7940HX是 Dragon Range 系列的高端笔记本处理器，拥有 16 个内核和超线程（SMT），这意味着它可以同时处理多达 32 个线程。该处理器的 16 个内核采用当前的 Zen 4 架构，主频从 2.4 GHz（基本主频）到 5.2 GHz（单核提升）不等。CPU 提供 16 MB 二级缓存和 64 MB 三级缓存（即总计 80 MB 缓存）。7940HX 由三个芯片组组成，其中两个 CCD 集群各有 8 个 CPU 内核，采用 5 纳米制程（71 平方毫米），一个 IO 芯片采用 6 纳米制程（122 平方毫米），均在台积电生产。

从 2024 年起，Ryzen 9 的性能应可与顶级移动处理器Core i9-13900HX （24 个混合内核，最高主频 5.4 GHz）相媲美。AMD 宣称其性能明显领先于老款 Ryzen 9 6900HX（8 个 Zen 3 内核，主频 4.9 GHz），其原因在于额外的内核、改进的架构和更高的频率。与顶级型号Ryzen 9 7945HX 相比，7940HX 的主频略低。

该芯片还集成了 4 个 USB 3.2 Gen2（10 Gbps）端口（无 USB 4）、28 个 PCIe 5.0 通道（用于 GPU 和 SSD）、双通道 DDR5-5200 内存控制器和一个小型的 AMD Radeon 610M 图形卡(2CUs, 400 - 2200 MHz）。

R9 7940HX 的指定 TDP 为 55 瓦，最高可配置为 75 瓦（cTDP）。
